I have the honour to acknowledge the receipt of
your letter on the subject of the arrest by the gunboatd "Kwong
Lee" of Ho Chuang and another man, in which you informed me that you had received a despatch from His Excellency the Governor of
Hongkong stating that he must press for an immediate settlement
of the case and for the return of the two men arrested bo the
Hongkong Police.
On receipt of your previous letter I sent fresh
instructions for an enquiry but as no man named Ho Chuang had
been arrested I was unable to send an immediate reply. All that
has been ascertained is that in consequence of same criminals
having fled from Tamsul to Sha Yu Chung a launch with soldiers
was sent to arrest them. The Commandant Hsiao subsequently re- -ported that he had arrested Ho Chang and nine others in Chinese territory at She Yu Chung and that on evamination Ho Chong anid
that he was a Wai chow man and had been a blacksmith in Hongkong.
It is not known whether Ho Chang is the same men as Ho Chuang but
as Eo Chang had been arrested in connection with the Tamsui case
he had to be examined and either punished or released. With regard
to the place of his arrest another Officer was sent to make enquiries and it appears that he was in fact arrested in Chinese
territory.
I have the honour to request that you will com- -municate these facts to His Excellency the Governor of Hongkong.
